Members participating in the conference call meeting were Ken Bell, Gerald Cook, Valorie DeFever, Marie Mareda, Dwayne Peaslee, and Lynn Peterson. Staff member Barb Reavis was present.
Bell called the meeting to order at 9:05 after a roll call to determine who was on the call. Minutes from the January 10, 2003 Leadership Team meetings were approved following Mareda/Cook motion.
Bell first reviewed the Workforce Network of Kansas vision, mission, and conceptual framework. He then described the status of the RFI for the proposed research project. Bell, Cook, Salisbury and Reavis had met with members of the LMIS consortium to clarify any confusions on the proposal. After discussion, Reavis was asked to get a contract for the Leadership Team's review prior to the WNK Board meeting on March 21.
Reavis reported on the recent activities of the Quality Task Force. Leadership Team members did not agree to consolidate the Vision and Mission statement into one as the Quality Task Force proposed. They also wished to have clarified whether incentive funds must be tied to WIA performance measures. They requested the Quality Task Force establish metrics for the goals and define what other measures the Board might wish to reward instead of (or in addition to) WIA performance measures. It was suggested to add a fourth goal under the outcome having to do with Earnings, a goal having to do with people involved in skill training.
Members set the agenda for the March 21, 2003 WNK Board meeting.
The topic was raised about changes in WNK Board members. All WNK Board members and staff serve at the pleasure of the Governor and can be un-appointed at any time. Reavis was asked to communicate with the Governor and Lt. Governor about the vision for the board and seek direction and commitment from them for the WNK Board's work. Bell requested they be invited to attend and speak to any future WNK Board meeting that fits their schedules.
Bell adjourned the meeting at approximately 10:00 a.m.
