Minutes

Members in attendance in Emporia for this meeting were Ed Berger, Gerald Cook, Steve Jack, Marie Mareda, Shirley Martin-Smith, Norm Scott and Chair Ken Bell. Staff Barb Reavis was present. Jim Kessler participated as a guest.

Bell called the meeting to order at 10:05 a.m. Self-introductions deemed unnecessary.

Minutes from August 11 were approved following a Martin-Smith/Scott motion. Minutes from the November 1 meeting were approved following a Martin-Smith/Jack motion.

A letter of support for a Heartland Works grant proposal was approved following a Scott/Mareda motion.

Bell led a discussion on the strategic planning in which the board engaged in November. He began with a question about whether the three points emphasized by the facilitators were the areas on which KWIP should be concentrating. Those three areas were: encouraging local areas to do their own strategic planning, chartering one-stops, and second tier certification of local boards. Several points were raised for discussion, including:

• If KWIP wanted to exercise the reward option to local boards, what rewards does it have?
• Is the 15% state set-aside really up to KWIP to decide how to spend?
• Could branding be a reward for excellence?
• Do these activities give KWIP an opportunity to have a positive impact on the system?
• If a statewide workforce investment system is trying to work around the silos of funding, could combining services in one agency solve this?
• What needs to happen to make KWIP meetings and KWIP productive?
• How do KWIP & LWIB's work together to establish?
• If KWIP is to make recommendations and provide oversight, do is oversight defined?

It was generally agreed, based on the length and breadth of the discussion, that KWIP is not ready to move forward with the action plans from the November strategic planning session. To further move the group toward action, Reavis will:

• Distribute to all KWIP members not in attendance November 16 or 17 the facilitator's presentation on "Overview of the Roles and Responsibilities of the Kansas Workforce Investment Partnership"
• Research North Carolina, South Carolina, Wisconsin, Michigan, Indiana state board strategies and measures of success.
• Schedule a special Leadership Team meeting for January 25 and invite presentations by fiscal representatives of KDHR, KDOCH, SRS, Regents and Education to explain employment and training money flows, restrictions and guidelines.
• Invite Chairs and Executives for Local Boards to present at the January 26 meeting their three largest problems and how KWIP can assist them.
• Invite the Lt. Governor to meet with the Leadership Team to discuss how KWIP can support the recommendations of the WD/V21 Task Force.

The meeting adjourned at 12:10 p.m.
