Minutes Kansas
Workforce Investment Partnership Council Members in attendance in Emporia for this meeting were Ed Berger, Gerald Cook, Steve Jack, Marie Mareda, Shirley Martin-Smith, Norm Scott and Chair Ken Bell. Staff Barb Reavis was present. Jim Kessler participated as a guest. Bell called the meeting to order at 10:05 a.m. Self-introductions deemed unnecessary. Minutes from August 11 were approved following a Martin-Smith/Scott motion. Minutes from the November 1 meeting were approved following a Martin-Smith/Jack motion. A letter of support for a Heartland Works grant proposal was approved following a Scott/Mareda motion. Bell led a discussion on the strategic planning in which the board engaged in November. He began with a question about whether the three points emphasized by the facilitators were the areas on which KWIP should be concentrating. Those three areas were: encouraging local areas to do their own strategic planning, chartering one-stops, and second tier certification of local boards. Several points were raised for discussion, including:
