Kansas Workforce Investment Partnership
Marketing Task Force
September 13, 2001

In attendance: Kathy Ketchum, KDHR; Kris Kitchen, Local Area II; Vernon Nikkel, Local Area I; Al Rolls, Local Area III; Caleb Asher, SRS; Barb Reavis, KWIP staff

Ketchum described the status of two projects. The first is a radio campaign by the National Association of State Workforce Agencies. They are planning to promote America's Job Bank and had chosen Wichita as the area to do so in Kansas. The only real input we had was that they asked Ketchum to recommend which radio station to use. Due to budgetary constraints, they will not be using the radio station recommended but will use the #2 station in the market instead to run four weeks of advertising.

Ketchum also described a potential opportunity to be part of a coalition being put together by the State of Washington to develop new tools to market to employers. Secretary Beyer is interested in pursuing this opportunity. Some of the methods that might be used include print media, direct mail, internet-based subscription and outreach materials for one-stops.

Wally Ballou and Rita Richardson from Access Kansas demonstrated the Workforce Network of Kansas web site on which they have been working. The test site address is http://demo/accesskansas.org/KWIP/html/ Task Force members were asked to look at the site and give feedback to Reavis by September 21. She will compile it and forward it to Rita so improvements can be made before rolling out the site at the conference in Wichita on October 17.

Asher said he will be the SRS representative to this task force.

Reavis introduced the marketing plan offered by the Fleishman-Hillard team, giving members a few minutes to become more familiar with the points covered. As a way to start discussion, Reavis provided email feedback received from Keith Lawing. The points made by Lawing provided a foundation to which others could respond. All were in agreement that attention to the role of the local boards was lacking (Reavis will address that with F-H); although not agreeing, members present noted Lawing's concern about whether the Network was really ready to be promoted and asked Reavis to see if Lawing had specific reason to hold off promotion; the oversight of mention of partners other than Job Service Centers was noted (Reavis will address that with F-H); members agreed they are also opposed to the suggestion of awards. After additional discussion, members agreed to the following recommendation for KWIP action:

Reavis distributed copies of F-H work on the Workforce Network of Kansas Graphic Standards Manual for the review of the task force. Members were asked to be prepared to offer feedback at the next meeting. The members also looked over terminology suggested by Reavis for how one-stops, single service sites, local boards, etc. would identify themselves as part of the Workforce Network of Kansas. Those present chose "A proud partner in the Workforce Network of Kansas" and suggested changing the name of KWIP to "Workforce Network of Kansas Board (or Council)."

Members present agreed to change the standing meeting day and time to the second Wednesday of each month, 10:00-noon to avoid the continuing scheduling conflict with Local Area IV's Board that prevents leadership participation from that Area. Due to that change, the next meeting will be 10:00 a.m., October 10 and will be at Topeka Workforce Center, 1430 SW Topeka Blvd.
