Kansas Workforce Investment Partnership
Quality Task Force
January 25, 2001 minutes

In attendance: Ken Bell, KWIP; Glenn Fondable, Local Area I; Jerry Hiatt, KWIP, Local Area V; Merlyne Hines-Starr, KSBE; Clark Jacobs, Local Area I ; Jim Kessler, KWIP; Sherrill Martinez, KSBE; David Moore, KDOCH; Paul Osborn, Regents; Arwayne Peters, KWIP; Al Rolls, Local Area III; Linda Weaver, KDHR; Barb Reavis, KWIP staff

Bell explained there are some national resources for quality efforts with an eye toward the workforce investment system. One is the Workforce Excellence Network, which represents the work of the National Association of Workforce Boards. In addition, the Kansas Award for Excellence (KAE) is quite active and the Malcolm Baldrige National Quality Award might be a resource. To apply for the Baldrige Award, one has to have external customers.

Peters shared some printed resources he had discovered. One was from the Baldrige National Quality Program and was the 1999 Criteria for Performance Excellence. Another was a book he found helpful called Demystifying Baldrige.

Reavis requested members to share their experience with quality initiatives. Several among the group have been involved with either Baldrige or other Award for Excellence process.

Discussion included:

  • Some suggested measures a workforce investment system should have:
    ** The kinds of partnerships a local area has forged
    ** Whether jobs have benefits
    ** What has improved in the customer's life because of the services.
  • A common database and infrastructure might be a consideration for later.
  • Members want to build their collective knowledge about excellence resources and processes. Next steps should be:
    ** Gather more information about Baldrige and KAE
    ** Poll partner agencies for what performance measures they currently collect
    ** Selecting a chairperson for the task force work

It was agreed:
Paul Osborn will serve as the Quality Task Force chair.
Osborn and Reavis will work together to
** set up the next meeting which will include a presentation from KAE
** research and distribute a resource to inform members about Baldrige
** poll partner agencies for details about what performance measures are being used
