Workforce Network of Kansas
Quality Task Force
November 8, 2001

In attendance: Glenn Fondoble, Local Area I; Sarah Gilbert, Local Area IV; Nancy Guthrie, Local Area I; David Moore, KDOCH; Clark Jacobs, Hutchinson Community College; Al Rolls, Local Area III; Betty Stevens, Local Area II; Linda Weaver, KDHR; Barb Reavis, Workforce Network of Kansas staff

After self-introductions by the attendees, Reavis introduced two documents for consideration and revision concerning the allocation of $65,000 per local area for continuous improvement. One document contained excerpts from the Kansas Award for Excellence 2001 Criteria: Category Descriptions. The other was a draft of Planning Instructions for Local Area Continuous Improvement Plans.

Members discussed aspects of the project and offered specific feedback on edits to the cover letter and planning instructions, as well as how the process would flow:

  • KDHR will send a letter as soon as possible to the local areas, explaining the process to submit plans for continuous improvement.
  • Components which will be included on the plans are related to research and adoption of Kansas Award for Excellence components and encouraging one-stop operator(s) to do the same and are as follow:
    ** Describe the planned activities to be conducted to accomplish this objective.
    ** Describe who will carry out each planned activity.
    ** Provide a timeline with significant dates relating to each planned activity.
    ** Describe the targeted outcomes for this objective, showing how they relate to the KAE categories.
    ** Describe the method (s) to be used to measure these targeted outcomes.
    ** Attach a budget tied to the timeline.
  • The final deadline to submit a plan for continuous improvement funds will be December 31, 2001
  • As plans are received, KDHR will review the plans for technical aspects and allowable costs.
  • At the same time, the plan will be distributed electronically to Quality Task Force members to review how well the plan relates to the seven Kansas Award for Excellence categories.
  • Both review processes will be completed in seven calendar days to allow for timely feedback and release of funds.
  • Local Areas will report at the five regularly scheduled Workforce Network of Kansas Board meetings on their continuous improvement efforts, relating outcomes and activities to the seven Kansas Award for Excellence categories.

Reavis will raise the topic of whether and how much State Set Aside might be made available in future years to support this continuous improvement effort in the Local Areas.

Discussion was held on whether additional statewide quality measures should be developed. It was agreed outcomes contained within the continuous improvement plans from the local areas would likely provide some insight into this topic.
