WIA Plan Modification Task Force
February 7, 2003

Board members present at the meeting were Jim Keele, Dwayne Peaslee, and Jack Strukel. Staff member Konnie Leffler was also present.

Guests present included Ron Donner, Bill Layes, George McAtee, Dave McGee, and Linda Weaver all of the Kansas Department of Human Resources,

The meeting was called to order at 9:00 and those attending offered self-introductions. Weaver began by describing the materials that had been distributed to the group. Strukel was chosen to be chairperson of the Task Force, and Weaver agreed to publish the modifications on the Web site and on the Kansas Register. She will gather any comments on the modifications and will forward them to the Task Force. The group agreed to meet to address and resolve any comments one-half hour before the next WNK Board meeting, which is to be held Friday, March 21, 2003 in Local Area IV. The group then reviewed and approved the timeline for modification of the State plan before turning to a review of the proposed modifications.

McGee presented an explanation of Modification #1, which updates economic information, changing projections to reflect the five-year period 2003 to 2008. He called attention to the various tables that are included in the updated information, and there was some discussion of changes in individual occupations. A reference to the LMIS Web site will be added to the changes, and the Task Force agreed that they did not need to approve this section through a motion.

McAtee then explained Modification #2, which adds a provision to Section III, Subsection B, Item 1.h.i describing WIA participation in the Workforce Development Loan Program Act as established by Substitute for House Bill No. 2872. There was some discussion of the apparent limitation of recipients to two-year programs, as well as a discussion of ways to make sure that the Local Areas do use all the money. This modification was approved on a Keele/Peaslee motion.

McAtee continued on with Modification #3, which adds a provision to Section IV, Subsection B, Item 4 describing the Senior Community Service Employment Program (SCSEP) and its role in the workforce development system. He agreed to put the Web site address that refers to the plan into this modification, which then passed on a Keele/Peaslee motion.

McAtee then described Modification #4, which replaces Section IV, Subsection B, Item 13 shifting the responsibility to deliver Rapid Response activities from local Wagner-Peyser staff to the Local Area One-Stop staff. Each Local Area will designate a Rapid Response Coordinator who will be responsible for assembling a team to provide full Rapid Response services. The Task Force discussed accountability on the part of these teams with McAtee assuring them that the teams were responsible to both the State and the Local Workforce Investment Boards. The Modification was approved following a Peaslee/Keele motion.

The final Modification, #5, changes the Workforce Network of Kansas Board membership directory in Attachment D to a link to the Workforce Network Web site that contains the membership directory. A correction was made to the link address, and Leffler agreed to make the necessary changes to the WNK address shown on the same page. The Modification was approved following a Peaslee/Keele motion.

The Task Force adjourned at 10:40 a.m.
